To this end, IDEaS is looking for methodologi- cal approaches and confidence metrics that will allow for a better defence of Canada's cyberspace. The future of intelligence and intelligence analysis It's no secret that cybersecurity and in- telligence analysis have become more prominent in the past few years, begin- ning with the global surveillance disclo- sures in 2013 and reaching a peak with the Russian interference in the U.S. elec- tions in 2016. I've heard it referred to on multiple occasions as the next arms race. Over half a billion dollars has been al- located to Canada's Communications Security Establishment (CSE) in the next five years to develop its cybersecurity strategy and to build a federal cybersecu- rity center. Crucially, CSE's mandate has been expanded to allow it to conduct of- fensive cyber operations rather than only reacting defensively to attacks. In our current fourth-generation war- fare, the battlefield has expanded far be- yond the physical space and is only get- ting wider and more blurred. The world is becoming increasingly connected which means intelligence collection and analysis is only going to become more important. It's not enough simply to stockpile hard power. Ideas, innovation, and intel- ligence will decide the future. Just like one of my Canadian heroes Gord Down- ie famously sang on The Tragically Hip's "Blow at High Dough": "You gotta remember / The smarter it gets / The further it's gonna go." PERSPECTIVE The sea has long been the basis of global prosperity and security. A stable and secure ocean commons has been the foundation of the massive expan- sion of trade, communications, and wealth across the world. This expansion has seen the significant accumulation of seapower in the Indo-Asia-Pacific region, a progression that been accompanied by new challenges brought about by strategic, political, environmental and technological change. Change is expected, but not predictable. It is therefore critical for lawmak- ers, naval planners, academics and industry operators to reflect on the past, assess the present, and think critically about the future in terms of the evo- lution and application of seapower. Are maritime stakeholders prepared to anticipate, adapt and respond to the challenges and opportunities presented by an increasingly dynamic maritime environment? These are the sort of issues that will be addressed at the Maritime Secu- rity Challenges (MSC) 2018 conference in Victoria, B.C., 15-18 October 2018. Held every second year since 2006, the MSC conference series has developed a worldwide reputation for the quality of its discussions, the intimacy of its proceedings, and the quality of the networking opportuni- ties to be had amongst its assembled delegates of naval professionals, maritime academics, government officials, and industry representatives. Past conferences have attracted representatives from more than 25 coun- tries, including senior flag officers and cabinet level officials, and MSC18 will undoubtedly follow this record of success. Change is a constant in the maritime world, and MSC 2018 will explore how best to prepare and adapt to these changes, whether in threats and opportunities, organizational approaches, or emerging technolo- gies.
