6 DECEMBER 2021/JANUARY 2022 www.vanguardcanada.com EDITOR'S NOTE It is sometimes difficult to believe it is 2022. It can also be difficult to believe how much our daily lives have come to rely upon and revolve around digital tech- nology. This has become all the more ap- parent throughout the last two years of the COVID-19 pandemic. Our homes and private spaces have now become our offices and workspaces while we are all bound together ever more tightly through networked computer systems and video conferencing. It begs the question, with- out such technology, what would we do? How would we survive? History tells us that we would find a way, but there is no denying that the digitiza- tion of our world has made things much more manageable and even allowed us to surge forward on many fronts. We focus in on one such front with this issue of Vanguard – the digitization of the Canadian Armed Forces. This is not a new area of focus. We have certainly covered it in some detail before. But it is a large topic and a timely one. Our article, "An Effective C4ISR Sys- tem – The Operational Output of Digital Transformation" highlights the difficulty and complexity in digitizing a military force. It also delves deeply into the need for cooperation and coordination between military, public sector, and commercial to navigate the digital journey effectively and efficiently. Retired colonel Richard Fawcett explains just exactly how a C4ISR system works to achieve Joint All-Domain Command and Control. A quick reminder of the upcoming C4ISR and Beyond vir- tual conference on 28-29 January 2022 where we will bring together CAF, De- fence Teams, Allies, Government and In- dustry leaders and collaborators to exam- ine this subject in greater detail. Our exploration of the digital transfor- mation journey in the CAF and DND (De- partment of National Defence) continues in the article "The Digital Transformation Journey" where we interview Vice-Admi- ral Bob Auchterlonie, the Commander of Canadian Joint Operations Command and Major-General Michael Wright, Commander of Canadian Forces Intel- ligence Command and Chief of Defence Intelligence. The discussion with VAdm Auchterlonie focused on the operational aspects of digital transformation while our discussion with MGen Wright focused on Defence Intelligence Enterprise Renewal (DIER). An integral aspect of any digital system is its upkeep and modernization. Troy Bouf- fard, Director of the Center for Arctic Se- curity and Resilience at the University of Alaska Fairbanks and Adam Lajeunesse, PhD, Irving Shipbuilding Chair in Cana- dian Arctic Marine Security Policy and As- sistant Professor at the Mulroney Institute of Government, St. Francis Xavier Univer- sity detail this process regarding NORAD in their article, "NORAD Modernization – Next Steps". Despite developing adver- sarial threats and environmental security issues that are not yet fully understood, Canada and the United States continue to prove that their two-state cooperation and coordination can and does yield superior continental defence results. Wrapping up the issue, we debrief on Deep Blue Forum 2021 with Capt(N) Norman Jolin, RCN (Ret'd) in "Lessons from the Deep Blue Forum 2021". This second annual forum was held virtually on October 28 and 29. In his summary, Capt(N) Jolin points to the potential of innovative energy generation and storage technology as key elements in the future Canada's submarine capability needs. Finally, in this issue of Vanguard I'd like to introduce you to our host of Game Changers: Meet Barbara Borgonovi, President, Intelligence, Surveillance and Reconnaissance Systems Raytheon Intel- ligence & Space and Bob Osborn, Chief Technology Officer, Global Governments at ServiceNow.
