4 DECEMBER 2022/JANUARY 2023 www.vanguardcanada.com EDITOR'S NOTE Hard to believe that we are heading into 2023. The past year has been a blur. So much has happened in the world. It's sad to say that the world has not become a more secure place in 2022, but that cer- tainly gives us a lot to shoot for in the year to come. Easily the best thing about 2022 for Vanguard was getting back to in-person events. We held a spectacular Deep Blue Forum in November. It was the third an- nual installment and the first ever in per- son. In attendance were submarine experts from Australia, Chile, Germany, Spain, Sweden, and the United States, as well as from across Canada. In total, 250 people registered and 170 were in person. You can find a full recap of that event in these very pages with "Lessons from the Deep Blue Forum 2022" by Capt(N) Norman Jolin (Ret'd). We've also included "Deep Blue in Pictures". While we are on the topic, I should mention that Vanguard is kicking off 2023 with back-to-back in-person events in Jan- uary and February. Each of them will also include a virtual option if you are not able to make it in person. The first is the 9th Annual C4ISR and Beyond which will be happening at the Westin in Ottawa on Jan- uary 26. Our speaker list is growing daily. You can look at it and register at VAN- GUARDCANADA.COM/C4ISR2023. The second is the 10th Annual ShipTech Forum which will be held at the National Arts Centre in Ottawa on February 28. You can go to VANGUARDCANADA. In this issue we are really focusing on pan-domain operations, both to coordi- nate with our upcoming conference and because it is the future of defence. Our first feature article, "Canadian University Cybersecurity Group – Appointed to Lead Federal Initiative" looks at the newly gov- ernment appointed Cybersecurity Innova- tion Network. Made up of five universities, the consortium will receive $80 million in matching funds over a four-year period with a goal to strengthen Canada's cyber- security workforce and infrastructure. Another feature article that you will not want to miss is "Operational Decisions at the Speed of Relevance", our interview with RAdm Jeff Zwick, Chief of Combat Systems Integration. The CSI is a newly established organization focussed on pan- domain warfare. RAdm Zwick gives us an inside look at the role, functions, and fo- cus areas of the organisation and so much more. To deliver operational success digi- tal transformation relies on the support of uniformed members, public servants, con- tractors, academia, and industry. In "Revitalizing Canada's Visions for Space" by Jeff Dooling, Andrew Dupuis, Scott Jones, James Peck and Neven Vincic we explore Canada's critical dependencies on space-based systems and highlights the lack of a comprehensive, co-ordinated, and fully supported national plan for ad- vancing Canadian space capabilities. As always, we present two Game Chang- ers who are leading the way for Canada in thinking and innovation. Florin (Flo) Ciobotaru is the Founder and CEO of A.I.M.S. Aviation Industry Management Solutions Inc. and Tom Raimondi, Jr., SVP and CMO at NETSCOUT. Each of these ground-breaking individuals share some of the specific habits, mindsets, and experiences that have led to their success. Finally, we give The Last Word to Pierre LeBlanc and his article, "Canadian Rang- ers Should Have Their Maritime Mission." He sounds the alarm on Canada's Arctic waters surveillance, or lack thereof. He identifies both longstanding gaps in sur- veillance, and potential near-future blind spots due to potentials gasp in the replace- ment of critical assets. It's a jam-packed issue to round out an exciting year and look to the opportunities and challenges that lay ahead.
