4 FEBRUARY/MARCH 2023 www.vanguardcanada.com EDITOR'S NOTE Were you in attendance at C4ISR and Be- yond on January 26th? If not, you missed a powerful opening keynote by the Chief of the Defence Staff, General Wayne Eyre, who provided a great anchor for the dis- cussions that followed throughout the day. We recognize that effective national de- fence and security requires excellence in C4ISR development, delivery, and opera- tions. The changing world and changing technology landscape continue to bring new opportunities and new challenges to delivering on the capabilities and perfor- mance required. The exchange of experi- ences and insights throughout the day was very revealing and compelling. Input was provided from a number of perspectives that included NORAD, NATO, industry and CAF. The luncheon keynote presentation was very moving by the Ukrainian Deputy Minister of Defence on Digital Develop- ment, Digital Transformation and Digi- talisation, Oleh Haiduk. You can find a full wrap-up in our feature article on page 22, "C4ISR 2023 – Getting it and Getting it Right." We've even provided a recap in pictures on page 24. Our next conference is the 10th annual ShipTech Forum, which will be held on February 28th at the Westin in Ottawa. Organized around the theme of Naval Offshore Patrol Vessels: Considerations in Design, will focus on the parameters of en- vironmental and habitability considerations as well as how do we maximize Canadian in- dustry participation. To check out our stel- lar line up of speakers visit VANGUARD- CANADA.COM/SHIPTECH2023. We hope to see you there! Leading up to ShipTech Forum you will not want to miss out on our feature in- terview with Capt(N) Matthew Coates, Commander, Naval Personnel and Train- ing Group (NPTG), Royal Canadian Navy, "Shared Insight for Future Naval Training System." Capt(N) Matthew Coates gives us his thoughts on the prog- ress of the Future Naval Training System as well as innovative approaches to train- ing design and technological solutions to allow for agility in response to changes in occupational specifications. The aim is to make the NPTG an efficient and effective change management organization. It is quickly becoming clear that our post-pandemic world is one of increas- ing disorder, destabilization, and danger. It is more important than ever that the Canadian Armed Forces (CAF) have all hands-on deck with a unified force that is well trained, agile, and enabled with the latest equipment, and integrated within a healthy culture. Find out what the CAF is doing to ensure its defence readiness in our feature article, "Military Cultural Changes On the Horizon", by Lieutenant-General Jennie Carignan. Within these pages you'll also find the "Maritime Security Challenges Confer- ence 2022 Overview." The two-day event took place from November 14 – 16, 2022 in Victoria, BC, and brought to- gether delegates from over twenty nations for discussions on the theme of 'Pacific Seapower: Strategic Competition in the Indo-Pacific'.
