4 JUNE/JULY 2023 www.vanguardcanada.com E D I T O R' S N O T E Welcome to the summer issue of Vanguard magazine. In the past months, we have witnessed incredible stories, tragic inci- dents, and attended remarkable events. We would like to reiterate our heartfelt condolences to the family, friends, and loved ones of Captain David Domagala and Captain Marc Larouche, who tragi- cally lost their lives in a helicopter crash in the Ottawa River. Another ongoing story that has captivat- ed our attention is the Canadian wildfires, and we commend the courageous men and women who are actively combating these devastating fires. The scale of these fires is unprecedented, and it is safe to say that they have affected almost every Canadian in some way. On a more positive note, CANSEC 2023 was an outstanding event that brought together individuals involved in the Canadian defense sector. For those who missed it or want to relive the experi- ence, we have Michael Kasaboski's article, "CANSEC 2023 Recap," on page 24, ac- companied by an array of photos. Looking ahead, we have a couple of exciting events scheduled later this year, and registration is already open. The 4th Annual Deep Blue Conference will take place on November 2, and you can find more details and the website on page 5 of this issue. Additionally, we want to in- troduce IPAC Presents: The Changing Landscape of Industrial Participation in Canadian Defence Procurements Conference, happening on December 6, as mentioned on page 27. Furthermore, we invite you to save the date for C4ISR in 2024, featured on page 31. This month, our magazine puts a spe- cial focus on continental defense. In the Features section, don't miss William March's article, "Revisiting NORAD Modernization." The need for invest- ment in NORAD was acknowledged in Canada's 2017 defense policy, "Strong, Secure, Engaged," in response to emerg- ing threats. Canada has committed $38.6 billion over two decades to modernize surveillance systems, command and con- trol, air weapons systems, and support ca- pabilities. Complementing this article, Pierre LeBlanc's "Time to Increase Arctic Maritime Domain Awareness" stresses the urgent need to pay attention to Canada's Arctic. With Russia's invasion of Ukraine and China's ambitious activities, there is a growing urgency to enhance domain awareness in the North. LeBlanc presents several strategies to achieve this goal. As always, we feature two inspiring Game Changers this month. Biljana Jovanovic, Canada Lead, Government Relations at Raytheon Technologies, and Charles "Duff" Sullivan, Country Leader, Managing Director, President Boeing Canada Operations Ltd. Lastly, Jeffrey Roy's article, "A Critical Inflection Point: Hybrid Work and Artificial Intelligence," delves into the in- tersection of these two significant factors affecting the modern workforce and offers insights into their implications for the near future. We hope you enjoy this issue and the re- mainder of the summer. We look forward to reconnecting in August/September.
