On December 20, 2023, Ottawa, the Honourable Bill Blair, Minister of National Defence and Chancellor of the Royal Military College of Canada (RMC), announced the appointment of Dr. Jill Scott as the 14th Principal of RMC Kingston. The official commencement of her role is scheduled for March 4, 2024. "I offer my sincere congratu- lations to Dr. Jill Scott on her appointment as Principal of the Royal Military College of Canada. I thank the previous Principal, Dr. Harry Kowal, for his commitment and service throughout his nine years as Principal. I also acknowledge the leadership of Interim Principals, Dr. Cécile Malardier-Jugroot and Dr. Phil Bates, who have guided the institution over the past year – and I thank them for their contributions to the College," commented the Honourable Bill Blair, Minister of National Defence and Chancellor of RMC. Taking on the responsibility of steering the academic direc- tion and frameworks for the esteemed military institution, On January 10, 2024, Public Services and Procurement Canada made an announcement reinforcing the Canadian Armed Forces (CAF) logistics supply chain, crucial for both domestic and international operations and exercises. At the core of this logistics network are specialized vehicles responsible for the transportation of materiel, munitions, per- sonnel, and various supplies within and between operational zones. Public Services and Procurement Canada (PSPC) con- ducted a meticulous procurement process. Emerging from this scrutiny is General Dynamics Land Systems–Canada, identified as the preferred bidder entrusted with furnishing the CAF with a state-of-the-art fleet comprising both light and heavy logistics vehicles, along with accompanying equip- ment and in-service support. The envisioned outcome of this procurement is a mod- ernized fleet, armed with enhanced mobility and protection capabilities, fortifying the CAF's capacity to execute mis- sions on Canadian soil and beyond. The Logistics Vehicle Modernization (LVM) project signals a departure from the existing fleet, ushering in a new era of vehicles designed to facilitate the seamless transfer of resources, personnel, and military assets during diverse domestic and international op- erations and training exercises. "Through the Logistics Vehicle Modernization project, we are investing to provide the Canadian Armed Forces with modern logistics vehicles that will be used to transport personnel, equipment and supplies in support of operations at home and abroad. Today's milestone is an important step forward in this project. This decision brings the Canadian Army closer to receiving the vehicles that it needs to continue to protect Canadians," expressed the Honourable Bill Blair, Minister of National Defence. 10 FEBRUARY/MARCH 2024 www.vanguardcanada.com S SIT REP New Leadership Unveiled at Royal Military College of Canada Defence Logistics on the Move: General Dynamics Identified as the Preferred Bidder in Logistics Vehicle Modernization Project Dr. Scott will oversee all academic and second language ac- tivities at the national level. Beyond this, her role extends to representing RMC both nationally and internationally, with a primary focus on upholding and enhancing the college's repu- tation as an accredited university of academic distinction. Prior to her appointment to Royal Military College, Jill Scott served as Provost and Vice-President Academic Affairs, and professor in the Faculty of Arts at the University of Ottawa. In this capacity, Dr. Scott was chief academic officer and chief budget officer from 2019-2024, providing leadership in key areas such as equity, diversity and inclusive excellence, antira- cism, Indigenous affairs and reconciliation, and mental health and wellness. From 2013-2019, Dr. Scott served as the inaugural Vice- Provost (Teaching and Learning) at Queen's University, where she oversaw the implementation of a new academic quality assurance process, led research and new practices in assess- ing higher-order cognitive skills in undergraduate educa- tion, and co-chaired the Provost's Task Force on Truth and Reconciliation. Dr. Scott assumed additional responsibilities as Interim Associate Vice-Principal (International) in 2018- 2019. During her time as Head of the Department of German Language and Literature, she led major reform to academic programming and departmental structures.
