8 APRIL/MAY 2024 www.vanguardcanada.com S SIT REP HMCS Montréal Embarks on Indo-Pacific Mission with Operation HORIZON Forging Defence Innovation: Canada's Integration into NATO DIANA Network His Majesty's Canadian Ship (HMCS) Montréal embarked on its latest mission on April 14, 2024. HMCS Montréal is the first of three Royal Canadian Navy warships that deploy annually as part of Operation HORIZON, a pivotal initiative under the umbrella of the Government of Canada's Indo-Pacific Strategy. This strategic maneuver underscores Canada's steadfast com- mitment to the Indo-Pacific region, solidifying its position as a key player in international security. As part of Operation HORIZON, HMCS Montréal will actively engage with international allies, fostering stronger bonds and bolstering relationships with like-minded nations. Through joint exercises, naval integration, and diplomatic collabora- tions, the ship will serve as a tangible symbol of Canada's un- wavering dedication to global peace and stability. Rear-Admiral Josée Kurtz, Commander Maritime Forces At- lantic and Commander Joint Task Force Atlantic said the "de- parture represents the significant work and dedication of the Atlantic Fleet in promoting security and prosperity in the Indo-Pacific region. As the first ship to deploy on Operation HORIZON this year, the sailors and aviators on board HMCS Montréal will collaborate with our international partners, con- tribute towards regional security, and strengthen the strate- gic interests of Canada. I know Montreal's mission will reflect positively on the RCN and wish the crew a safe and successful deployment. Fair winds!" HMCS Montréal 336. It is against this backdrop that Canada's accelerators and test centres have made a significant stride by joining the North Atlantic Treaty Organization (NATO) Defence Innovation Accelerator for the North Atlantic (DIANA) network. This move brings Canada to the forefront of global defence innovation. Canada's commitment to fostering innovation in defence and security was reaffirmed on March 15 in Ottawa. "Canada is a hub for defence innovation – and Canadian innovators have a great deal to offer our NATO Allies. Today, I congratulate all the Canadian accelerators and test centres for being selected to join NATO's defence innovation network. The integration of our domestic experts with NATO's network will strengthen our capacity to develop cutting-edge solutions to the security challenges faced by Canada and our NATO allies," expressed the Honourable Bill Blair, Minister of National Defence. NATO DIANA, established in 2022, serves as a platform unit- ing innovators from across the Alliance, providing access to NATO resources and expertise. With its North American Re- gional Office situated in Halifax, the network has found fertile ground within the country's thriving innovation ecosystem. Halifax, with its rich tapestry of entrepreneurial ventures, re- search centres, and naval fleet, promises to be a cornerstone for advancing defence technology. The newly integrated Canadian accelerators and test centres bolster DIANA's capacity to support innovators. From Commu- nitech in Waterloo to COVE in Dartmouth, these accelerators offer invaluable support through training, funding, and access to defence expertise. Moreover, the addition of test centres across the nation, from the Fisheries and Marine Institute of Memorial University to the National Research Council Canada facilities, provides a robust infrastructure for testing and vali- dating cutting-edge technologies.
