12 AUGUST/SEPTEMBER 2025 www.vanguardcanada.com S SIT REP National Defence signs technology partnership arrangement with Australia for Arctic Over-the-Horizon Radar Ontario Defence and Security Export Business Mission to DSEI 2025 – London, U.K. The Canadian and Australian government signed a landmark technology partnership arrangement on June 20, 2025, in the rapid development and deployment of Canada's Arctic Over- the-Horizon Radar (A-OTHR) system. Canada's A-OTHR system is a key component of Canada's North American Aerospace Defense Command (NORAD) mod- ernization plan and will provide advanced early warning, en- able faster detection and decision making by the Canadian Armed Forces (CAF) for airborne threats, and provide long- range surveillance to meet Canada's domestic and continental security needs. "Defending and asserting our sovereignty in the Arctic is be- coming ever more important as our adversaries are increas- ing activity the region," David McGuinty, Minister of National Defence, stated in a press release. "This arrangement with Australia will help advance delivery of the Arctic Over-the- Horizon Radar system. A-OTHR is a key component of Canada's NORAD modernization plan as it enhances our ability to de- tect and respond to threats in the North." Through the arrangement, Australian industry partners will work with Canadian companies to build expertise and capac- ity in Canada, grow domestic sovereign defence industry, sup- port high-paying Canadian jobs, and help Canada scale up its own radar system and technology. "The Arctic Over-the-Horizon Radar system is a vital step in strengthening Canada's ability to defend its territory and assert its sovereignty in the North," General Jennie Carignan, Chief of the Defence Staff, stated in a press release. "By sig- nificantly enhancing long-range detection and domain aware- ness, this capability will ensure the Canadian Armed Forces and NORAD remain prepared to address emerging threats and safeguard our nation and continent." Australia currently operates one of the most advanced Over- the-Horizon Radar capabilities in the world. Ontario's defence sector is growing rapidly, driven by cutting- edge technological innovation, skilled talent development, and world-class manufacturing expertise. We are home to a diverse industry, supported by private-sector companies, re- searchers, and innovators, with capabilities across several subsectors including aerospace/space, munitions/weapons, naval, combat vehicles, soldier systems, and C4ISR. From September 9–12, 2025, Ontario's Ministry of Economic Development, Job Creation and Trade will lead an Ontario De- fence and Security Export Business Mission to DSEI 2025, the U.K.'s premier global defence trade show at ExCeL London ( sourcefromontario.com/DSEI). The ministry will showcase On- tario's world-class innovation across land, air, sea, cyber, and space, representing a network of over 300 companies excel- ling in defence and security, aerospace, AI, cybersecurity, avi- onics, and space systems. Located at booth S5-358, the Ontario delegation will lever- age the DSEI international platform to connect companies with global procurement officials, industry leaders, and po- tential partners. The mission will feature B2B matchmaking, networking events, and opportunities to position Ontario firms in Euro- pean and other key defence markets. For Canadian defence exporters, Ontario's presence under- scores the province's ambition to be a global hub for defence innovation and exports, offering new and experienced export- ers alike an opportunity to engage with thousands of deci- sion-makers in a single, high-impact week.
