W
hen Kevin McCoy stepped in front of a DEFSEC At-
lantic audience at Pier 21 in Halifax last fall, one thing
was on his mind – schedule.
The president of Irving Shipbuilding had just watched as the
last steel beam was set in place in a completely modernized Hali-
fax Shipyard on the city's waterfront and he confi dently predicted
the company would begin cutting steel on the Royal Canadian
Navy's new Harry deWolf class of Arctic Offshore Patrol Ships
(AOPS) by the summer of 2015, followed by the Canadian Sur-
face Combatant (CSC) fi ve years later in 2020.
To hit those timelines, however, McCoy had a long list of dead-
lines to meet, many of which were keeping him up at night.
In January, he checked off two key targets. On the 16th, he
joined senior government offi cials from Public Works and Na-
tional Defence in Ottawa to formally announce the signing of
a build contract for the AOPS. And then the following week,
