It will review the nature of the capability gap and how the proposed project seeks to address it. And it will review the high level mandatory requirements and more detailed preliminary statement of operational requirements for each project. "It will assess how the project fits with other planned and current capabilities of the armed forces and those of our allies. And it will assess the risks and rationale associated with all of the various realistic options. Vance, who will be promoted as the next Chief of the Defence Staff, assumed command of CJOC last September following the retirement of its first leader, LGen Stuart Beare, after the amalgamation of domestic, expeditionary and support com- mands under one banner in 2012. "I have been fortunate to command a great team – a team which continues to deliver success in our missions and operations across Canada and beyond," said Vance, who oversaw the launch of Air Task Force-Iraq in October and the deployment of Canadian Armed Forces medical personnel to Sierra Leone in November in response to the out- break of the Ebola virus. Bowes, who brings over 30 years of experience to the role, most recently served as Chief of Force Development. In addition to serving as command- er of the Canadian Army Doctrine and Training Centre, he was the Deputy Chief of Staff Plans and Projects for the ISAF Joint Command Headquar- ters in Afghanistan. "I accept this command with great humility, and look forward to leading the CJOC team as we con- tinue to support our operations and our deployed personnel around the world," he said. Bowes assumes CJoC command end. An independent panel [will] affirm that.
