The winds of change are blowing and here in Canada just a mere few weeks ago, a new government has taken office and began to work. Understandably the defence and military industry is pondering what this new development will bring, especially following pronouncements that this time around it will no longer be "business as usual." There are a lot of questions but also expectations and a fair amount of hope if we are to go by what we saw at the recent Shipbuilding Technology Forum hosted by the Vanguard Media and the Shipbuilding Association of Canada. We saw government and military officials eager to share insights and information with members of the industry in the hopes of building greater understanding between the two groups. The overall message we got, from keynote speaker Patrick Finn, assistant dep- uty minister, Materiel with the DND, is that government will may be looking into some of the contracts opened by the previous government but he views the National Shipbuilding Procurement Strategy as an enabler for the industry. In the topic of change, this issue of Vanguard focuses on the Arctic, ground zero for the climate changes that the earth is going through. As the icecap recedes in the Arctic the natural resources hidden under its frozen expanse for more than a millennium is gradually being revealed, and nations capable of do- ing so are racing towards these riches.
