According to reports in late July, though, the government may accept the CH-148 Cyclone in its interim condition and phase in software upgrades. Sikorsky floated the proposal as it also negotiates with National Defence to begin flight testing on the four interim Cyclones that have been delivered to CFB Shearwater. Government ministers have become more vocal in criticizing the project delays in recent months, with former Public Works minister Rona Ambrose ordering a third-party to evaluate whether Sikorsky can meet its contractual obligations. Sikorsky has said it can deliver five more to Shearwater now and eight more "going into the year." Among the more than $100 billion in orders placed at the 2013 Paris Air show in June were several notable contracts involving Canadian companies. Montreal-based CAE signed memorandums of understanding with both General Atomics Aeronautical Systems and Lockheed Martin. With GA-ASI, CAE will explore opportunities to integrate simulation systems with remotely piloted aircraft. The two companies have been teamed for the past two years to offer the Predator B and/or Predator C Avenger for the Canadian JUSTAS program, which would deliver a medium altitude long endurance unmanned aerial system (UAS) for the Canadian Forces' intelligence, surveillance, target acquisition and reconnaissance (ISTAR) needs. This MOU expands the partnership to look beyond the border for international customers seeking UAS training solutions. With Lockheed Martin, CAE is now the preferred provider of in-country F-35 training support, training system integration, operations and maintenance should Lockheed Martin win the program to replace the CF-18 fleet. Both companies have been collaborating on the C-130 Hercules training solutions. Staying with the F-35 file, Mississauga's Magellan Aerospace signed an MOU with BAE Systems to provide over 1,000 sets of horizontal tails for the F-35A, the conventional take-off and landing (CTOL) variant, for a 20-year period. The announcement formalized a strategic relationship between the two companies. Magellan already produces parts for all three variants of the Joint Strike Fighter and has achieved sales of over CDN$100 million on the program to date.
